Uganda’s army chief, who is the son of newly re-elected President Yoweri Museveni, threatened Tuesday to hunt down and kill opposition leader Bobi Wine, who is in hiding after losing last week’s election.

General Muhoozi Kainerugaba, 51, has made no secret of his desire to succeed his father, who was declared winner of a seventh term as president on Saturday at the age of 81 in a vote declared a “sham” by the opposition.

Kainerugaba, who is typically referred to by his first name in Uganda, was unusually quiet during the electoral campaign

But returned to his habitually provocative online postings soon after the results.

“We have killed 22 NUP terrorists since last week,” Kainerugaba wrote on X, referring to the opposition National Unity Platform, led by Wine, the singer-turned-politician who came second in the ballot.

“I’m praying the 23rd is Kabobi,” he added, using his nickname for the opposition leader.

’48 hours’

Wine has gone into hiding since the vote, accusing the security forces of raiding his home and attempting to capture him.

His whereabouts have been unknown since Saturday.

“I’m giving him exactly 48 hours to surrender himself to the Police,” Kainerugaba wrote.

“If he doesn’t, we will treat him as an outlaw/rebel and handle him accordingly.”

In his own posts, Wine criticised Kainerugaba’s “threats to kill me” and demanded the military vacate his compound, adding: “My wife and people are not safe.”

Many Ugandans enjoy the army chief’s outrageous posts — that last year included threats to behead Wine — and see him as the natural successor to his father, who has ruled the country for 40 years.

“He is my next president. He is a good man. I love him so much,” said Natasha Alinitwe, a 25-year-old supporter at a pro-government rally in Kampala on Saturday as the election results were announced.

Like many around her in the crowd, she was sporting a T-shirt with Kainerugaba’s face.

Museveni, a former guerrilla fighter who seized power in 1986, made of point of doing press-ups on camera during the Covid pandemic.

Kainerugaba has often talked about taking over, and even announced in 2023 that he would run in the next presidential election.

“Enough of the old people ruling us. Dominating us. It’s time for our generation to shine,” he wrote at the time.

 

‘Project Muhoozi’

Kainerugaba studied at foreign military academies, including Britain’s prestigious Sandhurst, and was appointed head of the Ugandan People’s Defence Forces in March 2024.

Analysts say this was a move by his father to curb his political ambitions after his 2023 announcement, later retracted, that he intended to run.

Discussing the succession is taboo.

Two newspapers and two radio stations were briefly shut down in 2013 after publishing a secret government memo about “Project Muhoozi”, reportedly about preparing his rise to power.

“President Museveni seems at times… to have given signals that his son will be the successor, but then to change his mind,” said Kristof Titeca, a Uganda specialist at Belgium’s University of Antwerp.

“A major reason is Muhoozi’s behaviour, or statements, which have been unpredictable and often quite radical,” he said.

‘Loose cannon’

UNAIDS executive director Winnie Byanyima, wife of long-time Museveni critic Kizza Besigye, said her husband’s imprisonment was partly due to the president wanting to install his son.

Besigye faces the death penalty in Uganda for treason, charges widely condemned by international rights groups.

“(Museveni)has an agenda that Beisgye knows and opposes and that is to extend his dictatorship through his son,” she said.

“After this election, in the next five years, we are going to see him make every effort to prepare and to install his son as the next president of our country,” she said, describing Kainerugaba as a “loose cannon”.

Museveni’s brother, Salim Saleh, a former military officer, is seen in some quarters as a possible alternative to Kainerugaba, though he has been implicated in major corruption scandals in the past.

The coming weeks will be crucial, Titeca said, in seeing which of the two has the upper hand.

Spain begins three days of national mourning on Tuesday for the 41 people killed in a high-speed train crash that the prime minister has vowed to investigate.

The crash late on Sunday is Spain’s deadliest train accident since 2013, when 80 people died after a train veered off a curved section of track outside the northwestern city of Santiago de Compostela.

The latest disaster took place when a train operated by rail company Iryo, travelling from Malaga to Madrid, derailed near Adamuz in the southern Andalusia region.

It crossed onto the other track, where it crashed into an oncoming train, which also derailed.

“This is a day of sorrow for all of Spain, for our entire country,” Prime Minister Pedro Sanchez told reporters during a visit to Adamuz on Monday as he declared three days of mourning.

“We will uncover the answer, and once the cause of this tragedy is determined, we will present it with absolute transparency.”

Forty deaths have been confirmed due to the crash, the head of Andalucia’s regional government, Juan Manuel Moreno, told a news conference, raising the toll from 39.

It would take 24-48 hours “to know with certainty how many deaths have resulted from this terrible accident,” he added.

Heavy machinery was deployed on Monday to lift the most severely damaged train carriages and give rescuers better access to the site of the disaster.

Over 120 people were injured, with 41 still in hospitals in the nearby city of Cordoba, Moreno said.

Relatives and friends of missing passengers have turned to social media, posting photos in an effort to find them.

Aerial footage of the crash site from Spain’s Guardia Civil police force showed the two trains far apart, as rescuers in high-visibility neon vests worked nearby.

Unlike the 2013 accident, the derailment occurred on a straight section of track, and the trains were travelling within the speed limit, officials said.

Transport Minister Oscar Puente said the first train to derail was “practically new” and the section of the track where the disaster happened had been recently renovated, making the accident “extremely strange”.

Train operator Iryo said the locomotive was built in 2022 and last inspected just three days before the accident. It said it “veered onto the adjacent track for still unknown reasons”.

The company said around 300 people were on board its service from the Andalusian city of Malaga to the capital, Madrid.

Renfe, the operator of the second train travelling to the southern city of Huelva, said it was carrying 184 passengers.

Human error has “been practically ruled out”, Renfe President Alvaro Fernandez Heredia told Spanish public radio RNE.

Heredia also ruled out speeding as a cause of the accident. He said both trains were traveling just over 200 kilometres (120 miles) per hour, below the 250 kilometres per hour limit for that section of track.

“It must be related to Iryo’s rolling stock or an infrastructure issue,” he added.

Spain has Europe’s largest high-speed rail network, with more than 3,000 kilometres of dedicated tracks connecting major cities including Madrid, Barcelona, Seville, Valencia and Malaga.

Survivor Lucas Meriako, who was travelling on the first train that derailed, told La Sexta television that it looked “like a horror movie”.

“We felt a very strong hit from behind and the feeling that the whole train was about to collapse, break… there were many injured due to the glass,” he said.

In Adamuz, where white buildings gleam among orange-lined streets, residents rushed to the town hall with supplies as news of the disaster spread.

“We started bringing water, blankets, everything we could,” Manuel Munoz, a 60-year-old olive oil factory worker, told AFP.

Among those offering condolences were Pope Leo XIV and French President Emmanuel Macron.

The collision late on Sunday between two high-speed trains in southern Spain which has killed at least 39 people is the sixth worst rail accident in Europe since 2000.

More than 120 were also injured in the crash, and Spain’s transport minister warned on Monday that the toll could yet rise.

2013: Spain, 80 killed

On July 24, a train with 222 people on board shoots off the tracks near Santiago de Compostela in northwest Spain, killing 80 passengers and injuring more than 140, in Spain’s worst train accident since 1944.

An inquiry found that the train was travelling at twice the speed limit for that stretch of track, and the crash resulted from a lapse in attention by the driver, who ended a phone call with the on-board conductor just moments before the train lurched off the rails.

A driver and a safety director were sentenced in 2024 to two-and-a-half years in prison over the crash.

 

2023: Greece, 57 dead

At least 57 people are killed and 180 injured after two trains collide near the northern Greek city of Larissa on February 28, before midnight.

The casualties of Greece’s worst train crash were mostly young students returning from a long weekend on a passenger train which collided near Tempe, central Greece, the two trains having been allowed to run on the same track for 19 minutes.

The trial will open on March 23 next year of 36 people, including railway executives and the stationmaster on duty the night of the crash.

They face charges including involuntary manslaughter and negligence and sentences of up to 20 years in prison.

2006: Montenegro, 47 killed

On January 23, a train plunges into a canyon of the River Moraca some 15 kilometres (nine miles) north of Montenegro’s capital Podgorica, killing 47 passengers and injuring 234. The driver is found guilty of failing to activate the brake mechanism at a train stop.

 

2010: Ukraine, 45 killed

On October 12, 45 are killed in a collision between a train and a bus in Marganets, eastern-central Ukraine. The Ukrainian authorities accuse the bus driver, killed in the accident, of having entered the crossing despite a red light and screams from the passengers.

 

2004: Turkey, 41 killed

Turkey’s worst rail disaster in recent history comes on July 22, when 41 people are killed and 80 injured after a high-speed train derails in the northwestern province of Sakarya.

US President Donald Trump’s government has asked countries to pay $1 billion for a permanent spot on his “Board of Peace” aimed at resolving conflicts, according to US media reports.

The White House has asked various world leaders to sit on the board, chaired by Trump himself, including Russian President Vladimir Putin, Hungarian premier Viktor Orban, and Canada’s Mark Carney.

Member countries — represented on the board by their head of state — would be allowed to join for three years, or longer if they contributed more than $1 billion within the first year, according to Bloomberg, which first reported the sum.

“Each Member State shall serve a term of no more than three years from this Charter’s entry into force, subject to renewal by the Chairman,” stated the board’s draft charter obtained by Bloomberg and other media.

“The three-year membership term shall not apply to Member States that contribute more than USD $1,000,000,000 in cash funds to the Board of Peace within the first year of the Charter’s entry into force.”

The board was originally conceived to oversee the rebuilding of Gaza, but its charter, widely cited by US media, does not appear to limit its role to the Palestinian territory.

The White House said there would be a main board, a Palestinian committee of technocrats meant to govern the war-wracked territory, and a second “executive board” that appears designed to have a more advisory role.

“The Board of Peace is an international organization that seeks to promote stability, restore dependable and lawful governance, and secure enduring peace in areas affected or threatened by conflict,” the charter says.

 

‘Failed institutions’

The document was sent to dozens of world leaders who were invited to join the board, the Times of Israel reported.

It appears to take a swipe at international institutions such as the United Nations, saying that the board should have “the courage to depart from approaches and institutions that have too often failed.”

Trump has regularly criticized the United Nations and announced this month that his country will withdraw from 66 global organizations and treaties — roughly half affiliated with the UN.

Membership of the board would be “limited to States invited to participate by the Chairman”, according to the full draft charter published by the Times of Israel.

Trump would have the power to remove member states from the board, subject to a veto by two-third of members, and choose his replacement should he leave his role as chairman.

The “Board of Peace” began to take shape on Saturday as the leaders of Egypt, Turkey, Argentina and Canada were asked to join.

Trump also named his Secretary of State Marco Rubio, former British prime minister Tony Blair, and senior negotiators Jared Kushner and Steve Witkoff as members.

Israel has objected to the line-up of a “Gaza executive board” to operate under the body, which includes Turkish Foreign Minister Hakan Fidan and Qatari diplomat Ali Al-Thawadi.

Football governing bodies FIFA and the Confederation of African Football (CAF) have condemned the “unacceptable scenes” that marred Sunday’s Africa Cup of Nations final in Rabat, with CAF pledging to take “appropriate action” against those found guilty.

The AFCON final between hosts Morocco and Senegal was disrupted late in normal time when referee Jean Jacques Mdala awarded Morocco a penalty following a VAR review for a challenge on Brahim Diaz, with the match level at 0-0. 

In protest, most Senegal players walked off the pitch, while clashes broke out in the stands involving some Senegalese fans and Moroccan security personnel.

CAF, in a statement issued on Monday, condemned the behaviour of some players and officials but stopped short of assigning blame to either team. 

The body said it is reviewing all available footage and will refer the matter to its disciplinary bodies.

“The Confederation Africaine de Football (CAF) condemns the unacceptable behaviour from some players and officials during the CAF Africa Cup of Nations Morocco 2025 Final between Morocco and Senegal in Rabat last night,” the continental governing body said.

“CAF strongly condemns any inappropriate behaviour which occurs during matches, especially those targeting the refereeing team or match organizers.

“CAF is reviewing all footage and will refer the matter to competent bodies for appropriate action to be taken against those found guilty.”

The Senegal players later returned to the pitch after intervention from former Liverpool forward Sadio Mane, one of the few who initially remained on the field. 

Senegal went on to win the final with a brilliant goal from Pape Gueye in extra time, stunning the vast majority of the 66,526 fans at the Prince Moulay Abdellah Stadium in Rabat.

‘Set the right example’

FIFA President Gianni Infantino also condemned the incident, describing the scenes as unacceptable. He criticised the decision to leave the pitch and the violence involving supporters.

“We strongly condemn the behaviour of some ‘supporters’ as well as some Senegalese players and technical staff members. It is unacceptable to leave the field of play in this manner,” said Infantino in a statement sent to AFP.

“It is unacceptable to leave the field of play in this manner, and equally, violence cannot be tolerated in our sport, it is simply not right.”

Infantino praised Moroccoon “a fantastic tournament, both as runners-up and exceptional hosts” — a boost ahead of them co-hosting the men’s 2030 World Cup — said teams have to abide by the match officials’ decisions.

“We must always respect the decisions taken by the match officials on and off the field of play,” he said.

“Teams must compete on the pitch and within the Laws of the Game, because anything less puts the very essence of football at risk.”

Infantino, who will be hoping there are no such scenes in this year’s World Cup finals being co-hosted by the United States, Canada, and Mexico, said images such as those on Sunday sent the wrong message to supporters round the world.

“It is also the responsibility of teams and players to act responsibly and set the right example for fans in the stadiums and millions watching around the world,” he said.

“The ugly scenes witnessed today must be condemned and never repeated. I reiterated that they have no place in football and I expect that the relevant disciplinary bodies at CAF will take the appropriate measures.”

‘Heat of the moment’

Senegal coach Pape Thiaw admitted to broadcaster beIN Sports that he had erred in telling the players to walk off.

“After thinking about it, I realised that I shouldn’t have asked them to go off. I apologise for that,” said Thiaw.

“Sometimes you can react in the heat of the moment. Before that we scored a goal that was not given. But now we accept that referees do make mistakes and we apologise.”

However, Morocco coach Walid Regragui was worried by the damage done globally to African football by the chaotic final.

“The image we gave of African football was rather shameful. Having to stop the game for more than 10 minutes with the world watching is not very classy,” said Regragui.

CAF reiterated that disciplinary processes are ongoing and that sanctions will follow once investigations are concluded.

Russian President Vladimir Putin has been invited to join US President Donald Trump’s “Board of Peace” aimed at resolving conflicts globally and oversee governance and reconstruction in Gaza, the Kremlin said Monday.

Moscow for years tried to balance relations with all major players in the Middle East — including Israel and the Palestinians.

But since the Israel-Hamas war and Russia’s assault on Ukraine, Putin has moved away from Israel, boosting ties with its foes like Iran.

Moscow has also sought closer relationships with the Gulf states amid growing Western isolation.

“President Putin also received an invitation to join this Board of Peace,” spokesman Dmitry Peskov told journalists, including AFP.

Russia was seeking to “clarify all the nuances” of the offer with Washington, he said, without adding if the Kremlin chief as inclined to join.

The White House has reached out to various figures around the world to sit on the “Board of Peace”, chaired by the US president himself.

Putin has previously praised Trump’s efforts to resolve conflicts.

“He’s really doing a lot to resolve these complex crises, which have lasted for years, even decades,” Putin said last October.

Referring to the situation in the Middle East, Putin said: “If we succeed in achieving everything Donald has strived for… it will be a historic event.”

The assault on Ukraine and the war in Gaza have strained Moscow’s traditionally good relations with Israel, home to a large Russian-born community.

The Kremlin has repeatedly criticised Israel’s response to the October 7 attacks and called for restraint.

“The Gaza Strip is experiencing a humanitarian catastrophe in the full sense of the word,” Putin was quoted as saying by the news agency RIA Novosti, at a meeting with Palestinian leader Mahmud Abbas last May.

“Russia, as a friend of the Palestinian people, is trying to provide regular assistance,” the Russian president added.

A high-speed train has derailed and been hit by another in southern Spain killing at least 39 people and injuring more than 120, authorities said on Monday.

It said the country’s worst train crash in over a decade was “extremely strange”.

This was the deadliest train accident since 2013, when 80 people died after a train veered off a curved section of track outside the northwestern city of Santiago de Compostela.

The crash happened on Sunday evening when a train operated by rail company Iryo travelling from Malaga to Madrid derailed near Adamuz in Andalucia.

It crossed onto the other track, where it crashed into an oncoming train, which also derailed.

Transport Minister Oscar Puente said at least 39 people died, warning this toll was “not definitive” and could still rise.

“I want to express my deepest gratitude for the tremendous work of the rescue teams throughout the night, under very difficult circumstances,” he added on X.

Around 123 other people were injured, including five very seriously and 24 seriously, the interior ministry said.

Unlike the 2013 accident, the derailment took place on a straight part of the track which had been completely renovated, Puente told reporters.

The first train to derail was “practically new”, making the accident “extremely strange” and “very difficult to explain”, he said.

Rail experts “are very surprised by this accident”, he added.

 

‘Hard, tricky work’

Train operator Iryo said the locomotive was built in 2022 and last inspected on January 15, adding it “veered onto the adjacent track for still unknown reasons”.

The company said around 300 people were on board its service from the Andalucian city of Malaga to the capital, Madrid.

Renfe, the operator of the second train, has not said how many passengers were on the service, which was travelling to the southern city of Huelva.

Spain has Europe’s largest high-speed rail network, with more than 3,000 kilometres (1,800 miles) of dedicated tracks connecting major cities including Madrid, Barcelona, Seville, Valencia and Malaga.

Emergency services said they struggled to free the hundreds of passengers trapped in the wreckage.

“The problem is that the carriages are twisted, so the metal is twisted with the people inside,” Francisco Carmona, head of firefighters in Cordoba, told public broadcaster RTVE.

“We have even had to remove a dead person to be able to reach someone alive. It is hard, tricky work,” he added.

A passenger on the second train who gave only her first name, Montse, told Spanish public television the train, jolted, “came to a complete stop and everything went dark”.

She described being thrown around in the carriage at the back end of the train and seeing luggage tumble onto other passengers.

“The attendant behind me hit her head and was bleeding. There were children crying,” she added.

“Luckily, I was in the last car. I feel like I was given a second chance at life.”

‘Great suffering’

Survivor Lucas Meriako, who was travelling on the Iryo train, told La Sexta television: “This looks like a horror movie.”

“We felt a very strong hit from behind and the feeling that the whole train was about to collapse… There were many injured due to the glass,” he said.

Prime Minister Pedro Sanchez was to visit the site of the disaster later on Monday, his office said.

“Today is a night of deep pain for our country owing to the tragic rail accident in Adamuz,” he wrote on X on Sunday night, adding: “No words can alleviate such great suffering.”

The royal palace said on X that King Felipe VI and Queen Letizia were following the news “with great concern”.

The monarchs offered “our most heartfelt condolences to the relatives and loved ones of the dead, as well as our love and wishes for a swift recovery to the injured”, the palace said.

French President Emmanuel Macron and European Commission President Ursula von der Leyen were among the world leaders offering condolences.

FIFA President Gianni Infantino condemned “some Senegal players” for the “unacceptable scenes” which overshadowed their victory in Sunday’s Africa Cup of Nations final when they walked off the pitch in protest at a penalty awarded to Morocco.

African football’s showpiece event was marred by most of the Senegalese players walking off the pitch when deep into injury time of normal play, with the match all square at 0-0, Morocco were awarded a spot-kick following a VAR check for a challenge on Brahim Diaz.

Senegal’s former Liverpool star Sadio Mane remained on the pitch and urged his team-mates to come back onto the pitch for the penalty.

They were already furious at having a goal disallowed at the other end for a soft-looking foul minutes earlier.

Meanwhile trouble broke out in the stands as some Senegalese fans tried to enter the field of play and became involved in fighting with security personnel.

The game was held up for almost 20 minutes before Diaz could take the penalty, and his weak ‘panenka’ kick was saved by Senegal goalkeeper Edouard Mendy.

Pape Gueye then went on to score a brilliant goal in the fourth minute of extra time to give his team a 1-0 win.

Senegal coach Pape Thiaw on Saturday said he hoped the Africa Cup of Nations final against Morocco would not be Sadio Mane’s last ever game at the tournament, insisting the former Liverpool star could not consider walking away from the team.

“His decision is no longer up to him. There is a whole people behind him too and they would like to see him continue,” Thiaw told reporters in Rabat on the eve of the final against the host nation.

Mane, 33, said after Wednesday’s semi-final against Egypt in which he scored the winner, that he would not play at another Cup of Nations.

His comments indicated that he may retire from international football altogether following the World Cup in North America in June and July, by which time he will be 34.

The next Cup of Nations is due to take place in 2027 in Kenya, Tanzania and Uganda.

“I think he made his decision in the heat of the monment and the country does not agree, and I as coach of the national team do not agree at all,” said Thiaw.

“We would like to keep him for as long as possible.”

The former Liverpool star helped Senegal win the Cup of Nations for the first time in their history in 2022, scoring the winning penalty in the shoot-out in the final against Egypt.

The two-time winner of the African player of the year prize also played in the side that lost the 2019 final to Algeria — Sunday’s match will be Senegal’s third final in four editions of AFCON.

“Sadio is an exceptional player, who would have deserved to win a Ballon d’Or. Above all he is just an incredible man,” said defender Moussa Niakhate.

“He doesn’t have a big ego. He just works hard and loves his country — the fact this is his sixth AFCON shows his longevity and consistency.”

 

Security concerns

Meanwhile the Senegal coach expressed anger at the welcome his team received on arriving in the Moroccan capital on Friday.

The Lions of Teranga travelled to Rabat having been based in the northern port city of Tangiers since the start of the competition.

The Senegalese Football Federation released a statement late on Friday complaining about “serious concerns” including a “lack of adequate security” for the team’s arrival “which put the players and staff at risk”.

It also complained about the hotel offered to the delegation, about the number of tickets given to their supporters for the final, and said they were not happy at being offered a training pitch at the Moroccan team’s base.

“What happened yesterday was not normal,” insisted Thiaw.

“Given the number there, anything could have happened. My players could have been in danger.

“That type of thing should not happen between two brother countries.”

The final brings together the top two teams in Africa according to the FIFA rankings, with Morocco hoping to make the most of home advantage to take the AFCON title for the first time in 50 years.

There is, however, enormous pressure on the 2022 World Cup semi-finalists to take the trophy.

“We dreamt of being here and now we are, but the last step will be the hardest one,” said Morocco coach Walid Regragui.

“Senegal are a great side and this is their third final out of four, but it is great for African football to have a final between the two best teams.”

He added: “How we handle the emotion of the occasion will be important. We can’t put too much pressure on ourselves.

“The final is 50/50 but maybe it will be 51 percent in our favour with the crowd behind us.”

Indonesian authorities are searching for a small passenger plane after contact with the aircraft was lost on Saturday, rescue officials told AFP.

The Indonesia Air Transport turboprop plane left from Yogyakarta and was headed for the city of Makassar on Sulawesi island, carrying three passengers and eight crew members, according to the Makassar search and rescue agency.

Contact was lost shortly after 1:00 pm (0600 GMT).

Muhammad Arif Anwar, the head of the local search and rescue agency, said teams were deployed to a mountainous area of Maros Regency, which borders Makassar, near the last known location of the plane.

The search on land and by air involved the air force, police and volunteers, he added.

Andi Sultan, operations chief at the Makassar search and rescue agency, said a helicopter and drones were being used to find the plane.

Indonesia, a vast archipelago in Southeast Asia, relies heavily on air transport to connect its thousands of islands.

The country has a poor aviation safety record, with several fatal crashes in recent years.

In September last year, a helicopter carrying six passengers and two crew members crashed shortly after taking off from South Kalimantan province, killing everybody on board.

Less than two weeks later, four people were killed when another helicopter crashed in the remote Papua district of Ilaga.
